IVCanDO partners with the American Red Cross to help improve home fire safety throughout the Illinois Valley. Through this partnership, qualifying households may receive smoke detector installation, fire safety education, and access to preparedness resources designed to help keep families safe.

Many households connect to these services through a home assessment, allowing our team to identify safety concerns and available resources that may help improve the health, safety, and resilience of the home.

IVCanDO is a subrecipient of the Thriving Communities Grant, which aims to fund community-led projects that support the just treatment and meaningful involvement of all people in shaping the places where they live, work and play. Through this grant, IVCanDO has received funds that can be used towards implementation of community clean ups, HVAC project installs, and septic repair or replacement for low income households.

In November 2025, we partnered with the Motherline to assist with the Clean Sweep at the Kerby Mainline Road. Keep an eye out for future clean up opportunities!

The HVAC portion of this grant is complete and assisted the installation of 8 heat pumps in the Illinois Valley.

In 2021, the Oregon Legislature enacted legislation to help achieve Healthy Homes for low-income households and communities impacted by environmental justice factors. IVCanDO is one of 34 grantees selected for the inaugural round Oregon Health Authority’s Healthy Homes Grant Program (HHGP), designed to maximize energy efficiency, extend the usable life and improve the health and safety of residences. In the fall of 2024, HHGP received an additional award from the Climate Equity and Resilience Through Action grant through the Oregon Department of Environmental Quality, allowing HHPG grantees additional funding for weatherization activities in homes.

Through this program, low-income households in the Illinois Valley may qualify for home upgrades including roof repair/replacement, window and door replacement, insulation, home air sealing, electrical upgrades, HVAC upgrades, foundation repairs, and ADA upgrades such as door widening, ramp building, and grab bar installation. Low-income households also may be eligible to receive no-cost air purifiers and carbon monoxide detectors.

Funds will be available for this program on a rolling basis through fall of 2027. As of December 2025, remaining funds are available for:

• Insulation
• Home air sealing
• Electrical Upgrades
• HVAC Upgrades
• Foundation Repairs
• Door widening
• Door Replacement
• Ramp Building
• Grab Bar Installation
• Air Purifiers
• Carbon Monoxide Detectors

Through this partnership, IVCanDO provides program management for select Energy Trust programs, helping ensure these valuable resources reach our rural communities. Our shared commitment to supporting the people we serve makes this partnership a natural fit.

Single-Family, Manufactured Home, and Multifamily Energy Efficiency Upgrades

IVCanDO and Energy Trust of Oregon are working together to help Illinois Valley residents lower their energy bills and improve home comfort. We now offer no-cost home energy assessments for qualifying Pacific Power and Avista customers to identify eligibility for incentives toward energy-efficient upgrades.

This program is available for both owner-occupied homes and rental properties. For rentals, homeowner permission is required before assistance can be provided.

Commercial Energy Efficiency Upgrades

In 2022, IVCanDO partnered with Energy Trust of Oregon to help deliver no-cost lighting upgrades to commercial businesses in the Illinois Valley. More than 50 businesses and community organizations in the valley have received no cost upgrades to energy efficient LEDs, and free disposal of old lights.

Although this phase of our partnership has run its course, IVCanDO is working with Energy Trust to continue to bring energy efficient upgrades to commercial properties across the valley.
