Illinois Valley Community Strategic Plan
The Illinois Valley Community Strategic Plan is a community-driven roadmap for strengthening the Illinois Valley and shaping our shared future. Built from the voices, experiences, and ideas of local residents, businesses, nonprofits, and community leaders, the plan identifies priorities where working together can make a meaningful difference.
The Strategic Plan provides a shared framework for understanding community priorities, identifying opportunities, building partnerships, and turning ideas into action. It is a resource for the entire Illinois Valley and a starting point for continued collaboration.
How We Got Here
The planning process began in 2025 with a commitment to listen broadly to the community. With support from Rural Development Initiatives (RDI), the Strategic Plan Steering Committee gathered input through stakeholder conversations, focus groups, a community-wide survey with 189 responses, and a public community gathering where residents reviewed findings and helped identify priorities for the future.
Across these conversations, one message came through clearly: people care deeply about the Illinois Valley and want a strong, connected, and resilient community where people have opportunities to learn, work, build businesses, participate, and thrive.
The community’s input provided the foundation for the priorities and strategies outlined in the Strategic Plan.

Community input shaped seven priority areas for the Illinois Valley:

- Community Development & Beautification
- Nature Stewardship
- Healthy & Safe Community for All
Together, these priorities reflect the community’s vision for a strong, connected, resilient, and thriving Illinois Valley.
From Planning to Action
The completed Illinois Valley Community Strategic Plan provides a shared framework for turning community priorities into action. It is not a plan for any one organization. It is a resource for the entire Illinois Valley, designed to help residents, organizations, businesses, agencies, and local leaders identify opportunities to collaborate, develop projects, pursue funding, and measure progress toward shared goals.
The plan can help connect ideas with opportunities, encourage new partnerships, and provide a common framework for conversations about the future of the Illinois Valley.
Some strategies may be led by existing organizations, while others may grow through new partnerships or begin with neighbors who see an opportunity and want to help. The plan is intended to support these efforts by providing a shared understanding of community priorities and potential areas for action.
A Living Community Resource
The Strategic Plan is intended to be a living community resource. As projects move forward, partnerships develop, and circumstances change, there will continue to be opportunities to connect, contribute, and help shape the work.
The plan does not represent an endpoint. It provides a foundation for continued conversation, collaboration, and action across the Illinois Valley.
Community members are invited to explore the plan, find the priorities and strategies that connect with their interests or work, and consider how they might participate in what comes next.
