The Illinois Valley Community Development Organization (IVCanDO) is proud to announce the opening of the PIER Revolving Loan Fund (RLF) — a new, long-term program designed to support Jackson County businesses impacted by the 2020 Almeda and South Obenchain fires.
Starting Thursday, September 4, 2025, small businesses with 100 or fewer employees can apply for low-interest loans with flexible repayment terms. Unlike the PIER Microenterprise Grant Program, which had a fixed application window, the loan program will remain open indefinitely as an ongoing resource for the community.
What the Loan Fund Offers
The PIER Loan Fund is about more than financing — it’s about recovery, resilience, and long-term growth.
Loan funds can be used for:
- Payroll and job creation/retention
- Equipment and inventory
- Rent, utilities, and operations
- Capital improvements
- Marketing and business growth
Every applicant will also have access to no-cost advising through the SOU Small Business Development Center (SBDC), ensuring that businesses get the support they need through every step of the process.
Why This Matters
The 2020 fires left a lasting mark on Jackson County. While recovery is ongoing, many businesses are still working to stabilize and grow. The PIER Loan Fund was created as a permanent, revolving resource to meet those needs now and into the future.
