Current Opportunities

Thriving Communities Grant

IVCanDO is proud to be a sub recipient of the Thriving Communities Grant, which supports community-led projects that promote the just treatment and meaningful involvement of all people in shaping the places where we live, work, and play.

Through this grant, IVCanDO is able to invest in projects that make a direct difference in our community, including community cleanups, home heating and cooling improvements, and septic assistance for low-income households in the Illinois Valley.

Keeping Our Community Clean

In November 2025, IVCanDO partnered with Motherline to support the Clean Sweep along Kerby Mainline Road. Since then, throughout 2026, we have continued supporting our community through funding for Second Saturday Clean Sweeps.

These cleanup efforts are a great way for neighbors to come together, care for our shared spaces, and make a visible difference in the Illinois Valley. Keep an eye out for upcoming cleanup opportunities and ways to get involved!

Septic Assistance for Local Households

In May 2026, IVCanDO launched a septic assistance program for low-income households in the Illinois Valley.

The program provides funding assistance for:

  • Septic tank pumping
  • Septic maintenance
  • Minor septic repairs that do not require ground disturbance

If you have septic needs or would like to learn more about the program, please contact IVCanDO at (541) 592-4440.

Supporting Comfortable, Energy-Efficient Homes

The HVAC portion of the Thriving Communities Grant has been completed. Through this project, IVCanDO helped support the installation of 8 heat pumps in homes throughout the Illinois Valley.

We’re grateful for the opportunity to bring these resources into our community and to work alongside local residents and partners to help make the Illinois Valley a healthier, stronger, and more connected place to live.

Energy Trust of Oregon

IVCanDO is proud to partner with Energy Trust of Oregon to bring energy-efficient opportunities to homes and small businesses throughout the Illinois Valley. Through this partnership, IVCanDO provides program management for select Energy Trust programs, helping ensure these valuable resources reach our rural communities. Our shared commitment to supporting the people we serve makes this partnership a natural fit.

Single-Family, Manufactured Home, and Multifamily Energy Efficiency Upgrades

IVCanDO and Energy Trust of Oregon are working together to help Illinois Valley residents lower their energy bills and improve home comfort. We now offer no-cost home energy assessments for qualifying Pacific Power and Avista customers to identify eligibility for incentives toward energy-efficient upgrades.

This program is available for both owner-occupied homes and rental properties. For rentals, homeowner permission is required before assistance can be provided.

If you’re interested in scheduling a no-cost home energy assessment, please contact IVCanDO at (541) 592-4440.

Commercial Energy Efficiency Upgrades

In 2022, IVCanDO partnered with Energy Trust of Oregon to help deliver no-cost lighting upgrades to commercial businesses in the Illinois Valley. More than 50 businesses and community organizations in the valley have received no cost upgrades to energy efficient LEDs, and free disposal of old lights.

Although this phase of our partnership has run its course, IVCanDO is working with Energy Trust to continue to bring energy efficient upgrades to commercial properties across the valley.

If you are a business owner or property manager and are interested in being referred to a specialist to see what your property might qualify for, please contact IVCanDO at (541) 592-4440.

Healthy Homes Grant Program

IVCanDO is proud to be one of 34 organizations selected for the Oregon Health Authority’s Healthy Homes Grant Program (HHGP). The program helps low-income households make their homes safer, healthier, and more energy efficient.

Through this program, qualifying Illinois Valley households may receive assistance with home improvements such as insulation, air sealing, electrical and HVAC upgrades, foundation repairs, door and ramp modifications, grab bars, and other accessibility improvements. Households may also qualify for no-cost air purifiers and carbon monoxide detectors.

Funding is available on a rolling basis through fall 2027, with remaining funds focused on the improvements listed above.

American Red Cross Partnership

Home Fire Safety

IVCanDO is proud to partner with the American Red Cross to help make homes throughout the Illinois Valley safer and better prepared for emergencies.

Through this partnership, qualifying households may receive smoke detector installation, fire safety education, and preparedness resources designed to help families stay safe and know what to do in the event of a fire or other emergency.

A Safer Home Starts with Preparedness

Many households connect with these services through a home assessment. During an assessment, our team can help identify potential safety concerns and connect residents with resources that may improve the health, safety, and resilience of their home.

Our goal is simple: to help Illinois Valley families feel safer, more prepared, and supported in their homes. We’re grateful to work alongside the American Red Cross to bring these valuable resources to our community.

Past Projects

Oregon Department of Energy
Community Heat Pump Deployment Project

In 2024, IVCanDO partnered with Energy Trust of Oregon and Rogue Climate to apply for the role of Regional Administrator for the Community Heat Pump Deployment Project. We were proud to be selected to serve the Southern Oregon Region, which includes Josephine and Jackson Counties. The program wrapped up at the end of 2025 and helped support the installation of 104 heat pumps in Josephine County, with 7 homes also receiving additional eligible upgrade grants. In Jackson County, the project supported 63 heat pump installations, including 24 homes that received additional eligible upgrade grants.

City of Cave Junction
Lighting and Security Program

From 2022 to 2023, IVCanDO worked alongside the City of Cave Junction to distribute grant funding from Josephine County aimed at improving safety in the downtown corridor. Through this program, 16 local businesses installed security cameras, and 17 businesses upgraded their outdoor lighting, helping create a safer and more welcoming downtown.

FEMA – Josephine County Illinois Valley Fire Safety and Resilience

In 2017, IVCanDO applied for a grant through Oregon Emergency Management to utilize FEMA funding to improve fire safety and resilience in the Illinois Valley. Through this program, 127.5 acres received fuels reduction measures and 22 buildings had metal roofs installed.

Kerby Water District

This complex project took over 10 years to complete and greatly improved the lives of Kerby residents. Partnership with IVCanDO linked Kerby property owners and Josephine County to win $3.2M in grant and loan funds to design and build the system, form the district as a legal entity, and establish long term supply contract with the City of Cave Junction. The new water system also provided strategically located fire hydrants that reduced fire insurance rates and increase fire resiliency for Kerby property owners.

Redwood Signage

Historic Cascadia Signage Project: Redwood Hwy 199

This project followed the highly successful Oregon Caves Hwy 46 Historic Signage Project, which revived the 1930’s-era Cascadia style signs along the corridor that link Cave Junction to the expanded Oregon Caves National Monument and Preserve. The new signage project helps visitors to our community identify key locations and improve way-finding for those traveling through the gateway community of Illinois Valley and Cave Junction.

Pacific Power Foundation Awarded $2,500 towards the Cascadia Signage project in 2016. Project partners included US Forest Service, National Park Service, Oregon State Parks, and the City of Cave Junction.

Infrastructure & Energy

Not necessarily. Our team works to secure the highest incentives available for each residence, but many factors determine what incentives a household qualifies for. Some residences have received heat pumps at no cost; however, there is no guarantee that this will happen for every home.

No. All projects require that approved, licensed, and insured contractors perform the installations. Depending on the type of project, our organization will provide a list of approved contractors who can assist.

The timeline depends on current community demand and available funding sources. Our team works to reach homeowners as quickly as possible, but during periods of high interest there have been waitlists of up to five weeks.

Depending on the funding source, approval for incentives or grants can take weeks to months. After approval, the next step is scheduling with the contractor.

IVCanDO is offering no cost home energy assessments to see if residents will qualify for any of the residential programs that we currently have incentives for. We cannot determine whether they qualify for anything without doing the home energy assessment first. The most commonly accessible incentives are towards heat pumps and insulation.

While supplies last, we are also able to leave residences with air purifiers at no cost to residences that qualify.

The contractors we work with offer financing options for any remaining balance and are available to discuss those options directly with homeowners.
