IVCanDO has improved our community with infrastructure projects since 1996. In 2022, we added projects with an energy focus, beginning with commercial lighting installations and expanding into energy-efficient home retrofits and whole-home health. As we’ve continued working in this sector, we’ve identified key needs in homes throughout the Illinois Valley and made it our mission to secure funding to help meet those needs.

Some of our projects are long-term with no set completion date, while others are available for shorter periods depending on the funding source. In some cases, households may qualify for incentives through multiple programs managed by our organization.

If you are interested in working with IVCanDO as a contractor, please read the following information and submit a quote form for the work that is applicable to your business. We will consider the application and aim to respond within 3-5 business days.

Scope of Work & Project Types

IVCanDO connects qualified, reputable contractors with homeowners in the Illinois Valley. To ensure homeowners feel comfortable and have a sense of ownership over the process, our goal is to provide a list of multiple qualified contractors for each type of project. This allows the homeowner to choose who they want to work with.

All contractors must be licensed, bonded, and insured, and must comply with all relevant permitting and building codes in the state of Oregon.

The most commonly funded projects through IVCanDO are HVAC installations. However, we also provide funding incentives for insulation, weatherization (such as air sealing), roofing, window replacements, ADA upgrades (e.g., ramps, grab bars, and doorway widening), foundation repairs, and septic system replacements.

  • HVAC (ducted and ductless heat pumps)
  • Insulation (attic, wall, floor)
  • Weatherization (air sealing, ventilation)
  • Roofing (shingle or metal, new or repairs)
  • Window and exterior door replacements
  • ADA accessibility upgrades (ramps, grab bars, doorway widening)
  • Foundation repairs
  • Septic tank/system replacement and DEQ processing

All work must meet Oregon permitting and code requirements.

Before You Submit a Bid

Bids must be submitted to IVCanDO before homeowner approval, so we can ensure they meet all requirements for available incentives or grants. All final contractor bids must clearly reflect any incentives or discounts, so homeowners can easily understand their total out-of-pocket cost, if any.

IVCanDO will present the homeowner with both the final bid and a sign-off form, which authorizes IVCanDO to apply the applicable incentives. Once the homeowner signs these documents, a representative from IVCanDO will countersign and provide formal approval to move forward with scheduling.

No work should begin until IVCanDO provides written approval. Funds will not be allocated without this final sign-off.

Upon project completion, contractors must submit:

  • Photos of the completed work
  • A final invoice
  • Any required certifications or documentation
  • Depending on the project type, there may be additional requirements which will be communicated to you.

Pricing Sheet Details

Provide general pricing that includes:

  • Permits, labor, materials, and disposal
  • Required specifications (e.g., HSPF/SEER ratings for HVAC, U-factors for windows, R-values for insulation)
  • HVAC
  • Insulation
  • Weatherization
  • Roofing
  • Windows & Doors
  • ADA & Other Home Repairs
  • Septic Services

What Happens After You Submit

IVCanDO is always open to adding new contractors to our roster for Illinois Valley residents. Once a completed quote form is submitted, our Project Manager will begin the vetting process and contact you to discuss next steps.

If your company is new or lacks an online presence, please include photos of past projects and client references to help our team assess your work.

If approved, your company could be added to our contractor list within a few days. IVCanDO will keep you informed about any new or applicable funding sources relevant to the services you offer.

Payment & Scheduling

  • Submit a current W-9 to officemanager@ivcdo.org
  • Contact the homeowner within 5 business days of project approval
  • Inform IVCanDO of scheduling and any changes
  • Scope changes must be pre-approved in writing

Failure to communicate may result in removal from our contractor roster.

Evaluation Criteria

IVCanDO uses submitted quote forms to understand general pricing and service offerings. We recognize that actual project costs may vary due to site-specific conditions, and we may reach out for clarification on specific line items or price points. If your company has little or no web presence, please include photos of recent work and references.

Ultimately, the homeowner selects the contractor they wish to work with. IVCanDO’s role is to ensure they fully understand the scope and cost of the project, and to support them throughout the process.

Terms and Conditions

Payment Requirements

To receive payment from IVCanDO, a current W-9 form must be submitted to officemanager@ivcdo.org. Additional insurance documentation may be required based on the funding source.

Scheduling

Once a project is approved, contractors are expected to contact the homeowner within 5 business days to schedule the installation. Once scheduled, please notify IVCanDO so we can prepare for timely payment.

Rescheduling

If the installation date changes, notify an IVCanDO representative with the new date and the reason for the change. Failure to communicate may result in your removal from our program.

Scope Changes

If the final installation differs from the approved bid without prior written approval from IVCanDO, the project may be disqualified for incentives and funding.
